We have skills like Mechanical Repair that let you reset jammed locks so that you can try again.
Combat is the cumulative result of strategic and tactical decisions, and includes many random outcomes which - each individually - would not win the encounter, but in combination, do. We have many ways to counteract random outcomes in skill checks. Is it a good idea to force everyone else to play that way, if they're not happy with their outcomes? If we used a fixed seed for random numbers then we'd have just as many people complaining about how the game isn't random, or if it's predetermined then there's no point in playing, etc. It's very fundamental to PC gaming and that old-school mentality. That's why we allow save editing, why modding is no problem (and we'll be exploring that in the future in more detail), and so on.
